I’d like so set Fastned as my main network but fall back to ionity when Fastned is not available along the route

This should already work if you select "prefer exclusively" on Fastned and "exclusively" on Ionity. Did you try this yet? I just planned a trip with that settings and it seems to have the effect you want.
