The 30-second countdown gets to 28 or 27 when it gives up and throws an error message.

Everything but this one: Make sure the OBDLink CX is updated with the latest firmware version OBDLink says to use their app to do that (but I cannot connect the CX to the OBDLink app, that's part of the problem). Hmm. Maybe I'll try using a different phone. I'll let you know if that works.
OK, I was able to connect ABRP to the OBDLink CX (after about 6 tries) using my partner's phone. Then I tried with my phone and it was automatically connected, so all good now!
