Thank you for sharing the link. This is a very long plan, and in order to not slow down the general planning speed, we do have some measures in place. We both have a limit of the number of waypoints for a plan (including charge stops added in planning) set at 255 and a time limit set at about a minute.
If either of these are exceeded, the plan will automatically fail. It looks like this plan is right at the time limit and that our servers manage to get the job done in time in some cases, but for most attempts, the time limit is exceeded.
I would recommend you divide this plan into two, one from CA to MA and then the route back, MA to CA as another plan. These plans can be kept as 'saved plans'.

I guess it is due to a VPN. Once I turned it off, it started routing, and then the error came back even though I did not turn the VPN on.

It does sound likely that the VPN would've caused it if you're able to plan successfully when disconnected.
Are you able to reload the website, edit settings etc. when connected to the VPN but just not create a plan?

I tried both with VPN on and off and received the same error. It seems that it works once out of 10 attempts.
