Network preference not working

I added Electrify America and Shell Recharge networks as preferred and Tesla as prefer to avoid and the map planner is still planning only Tesla Supercharger stops when I know for a fact the route that I’m planning has 1 Electrify America and 2 FREE Shell Recharge 150KW chargers
