This works for me on latest 4.2.2. Please verify if this works for you as well and provide feedback.

Here are the screenshots of:
- When I enter 10:00 departure time
- The route displays 23:00 departure time
- The destination setting displays 23:00 in the same field I entered 10:00 after I go back to the beginning of the plan.

I suggest you test it on a device that is set to a different time zone (for example, Sydney Australia) and see if you can reproduce this bug.

I have this issue. Always had. Departure time setting never worked for me ever. Always see some other time and not what I enter.
I suspect it assumes some other time zone and not where the user is.

Looks like the departure time the route may be displaying UTC rather than the local time.
