Step 3 goes wrong.

I've tried this several times, changing the order of doing these things: starting the app, plugging in the dongle, connecting Bluetooth in settings (or not). But nothing I've tried seems to work.

Tried numerous times, both in “accessory mode” and in “ready mode”. Tried before driving, after driving 2 miles, after unplugging and replugging the dongle, after running and disconnecting OBDLink app, or not. Nothing has worked.
Reading on your forum I see other folks were having the same or similar problem back in February. I’ve tried everything they suggested to no avail.
I communicated also with app.support@obdlink.com, who wrotr back:

If the developers require any information from us, we would be more than happy to help provide this.
Additionally, if they do believe that the issue is with the CX unit, I would also be happy to send out a new CX unit to test with to help narrow this down. I just wanted you to keep this in mind.

In this last report it looks like the connection to the dongle is established correctly, but the car does not respond. So i guess it is not related to the dongle.

As the connection seems to work now but the car does not respond there is not much we can do about this. Did you try other apps if they work?
Could of course also be, that the battery upgraded versions now need different OBD pids. But i think we already have some other users with upgrade and we did not get many complaints about a chevy bolt yet.
Just to make sure it's not related to the dongle - do you have another dongle or know someone with another dongle you could try? You should also check if the contacts for the OBD dongle have proper contact, i also heard from people that the contact wasn't really good and once they fixed it it worked more stable.

Please pair the dongle in the obdlink app first, update to latest firmware and then try to connect in ABRP after making sure obdlink app is not connected anymore.

I did as you suggested — pair the obdlink app with the dongle first, check for firmware updates (none found, see screenshot), disconnected the obdlink app, then tried to pair with ABRP, getting the same result — failure on Step 3.
Any other suggestions?

This is the only way we know of so far. Please try it again and make sure the car is powered on. Also make sure no other app tries to use the obdlink dongle.
